Avla Real Estate Area Report · Ampelokipi · Central Athens · 23 – 24 October 2026. This is a district-level assessment; it does not include a review of a specific apartment.

Location

Ampelokipi is a dense residential and business district located in the 7th Municipal District of the Municipality of Athens, approximately 2.7 km northeast of Syntagma. It sits at the junction where Alexandras, Kifisias, and Mesogeion avenues meet; the Athens Tower (~450 m) and the Megaro Mousikis concert hall (~1 km) are the district’s landmarks. It is not a tourist area; the day is defined by hospitals, offices, and public institutions. No separate official population count is published for the district; the total population of the Municipality of Athens in the 2021 census was 643,452.

The primary driver of housing demand is the hospital cluster, where Athens’ major public hospitals are concentrated: within 1 km of the district center, there are over 15 hospitals and clinics recorded on OpenStreetMap. These include Laiko, Ippokrateio, Agios Savvas oncology hospital, Elena Venizelou maternity hospital, and two children’s hospitals (Agia Sofia, Aglaia Kyriakou); the Athens University Medical School is ~700 m away, and Sotiria is ~1.9 km away. The second factor is the office axis and the Evelpidon courthouse complex (~1.9 km). Two major transformations are on the agenda: the plan to convert the old Leoforos Alexandras stadium (~590 m) into a park following Panathinaikos’ move to Votanikos, and the renovation of the historic Prosfygika refugee blocks on Alexandras Avenue. The Attica Region’s plan provides for the renovation of 108 apartments across four blocks; the budget is €~15 million, and the tender process began in 2026. The completion schedule for both projects is pending confirmation.

Schools

English-language schools and their straight-line distances from the district center:

  • The Moraitis School — Greek curriculum + English IB Diploma (since 1991) · Primary to high school · Palaio Psychiko · ≈2,940 m
  • Athens College — Greek curriculum + English IB Diploma (since 1996) · Primary to high school · Psychiko · ≈3,590 m
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈5,760 m
  • Pierce – American College of Greece — Greek curriculum + English IB Diploma · High school and IB: Agia Paraskevi · Kindergarten–primary school: Spata · ≈6,350 m
  • Doukas School — Greek curriculum + English IB Diploma, International A-Level · Kindergarten to high school · Marousi · ≈7,690 m
  • St Catherine’s British School — British curriculum, IGCSE + IB Diploma · 3 – 18 years old · Lykovrysi · ≈9,970 m
  • Byron College — British curriculum · IGCSE and A-Level · Kindergarten to high school · Pallini – Gerakas · ≈10,350 m

The distance is a straight-line measurement from the district center (OpenStreetMap district point) to the school campus; the road distance is longer. The 3 – 3.6 km distance to two IB schools in Psychiko is a strong advantage among central districts. Enrollment conditions and quotas are to be confirmed directly with the school.

Transport

Ampelokipi is on Metro Line 3 (blue), which goes directly to the airport: the Ambelokipi and Panormou stations are within the district, and Megaro Mousikis is on the edge. Syntagma is three stops away. Bus and trolleybus lines are frequent on the main axes. The final stop of Metro Line 4 is planned in Goudi, in the east of the district (expected opening 2032).

Tenant profile

Demand is not based on tourism, but on the working population tied to hospitals, the university, and offices. Rental demand is independent of the season; contracts are renewed according to work and academic calendars. This means a defensive tenant base that lowers the risk of off-season vacancies.

  • Healthcare professionals — doctors, resident physicians, nurses; walking distance to the hospital cluster; medium-to-long term, regular payment.
  • Medical and engineering students — Medical School in Goudi and the Technical University campus ~2.2 km away; studios and 1-bed.
  • Office and courthouse employees — Kifisias–Mesogeion office axis, Evelpidon; 1-bed is the primary product type.
  • Patients’ relatives and rotating staff — medium-term demand; contract duration for a Golden Visa property is to be confirmed with a lawyer.

Figures are listing (asking) prices; actual transaction prices are generally somewhat lower. The gross yield is the district average, not the return on a specific apartment. We do not provide unverified rent or yield figures for a specific apartment; the text of the lease agreement is obtained in writing at the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Short-term competition: 7. The district is not covered by Athens’ new short-term registration restrictions. A Golden Visa property cannot enter this market; however, short-term businesses in the same building may create competition in the rental market and density within the building.
  • Axes: Alexandras, Kifisias and Mesogeion are among the city’s busiest streets; facade orientation, noise and parking can only be assessed by visiting the site.
  • Price momentum: sales listings increased by 8.5% annually, (5.0%) above the Athens average. Entry price is rising; the gross yield will narrow if rental growth does not accelerate.
  • Transformation uncertainty: The timeline for the Leoforos park and Prosfygika renovation is not certain; disputes with current residents in Prosfygika are ongoing.
  • Tax calendar: An increase in the property transfer tax for non-EU/EEA buyers from 3% to 15% is on the agenda (a date of 1 July 2027 is being discussed); we have not yet confirmed that this has been enacted, it will be checked prior to purchase.

Avla’s district view: Positive — defensive. Ampelokipi is within Athens’ main hospital cluster and on the airport line. The tenant base is independent of the season, with contracts tied to work schedules; the gross yield is above the central average. If the Leoforos park is completed, the district’s quality of life will also strengthen. It is one of the most solid addresses in the centre for a long-term rental-focused investment with low vacancy risk.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Portfolio Golden Visa model
Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.
